Recommend USA and other developed countries still expel illegal immigrant.
If one illegal immigrant or refugee will not have use value for the country,and not have enough ability and skill, can be expeled.
USA and other developed countries should limit refugees (from less developed countries) strict to go to the country to take refuge. And limit citizen strict to adopt foreign children.
Recommend implement new policy of the standard which refugees can apply to take refuge:
1 Must have college diploma (2 or 3 years of school system) or higher.
2 Must under 50 years of age.(Younger people can be got priority.)
3 Must have enough ability and work experience. Or have enough high economic base (Must prove most of the assets was earned by their own.)
4 Must be a useful person.
5 The refugee will be suffered persecution soon in their home country, and need to take refuge.

2 A developed countries' citizen when have been got enough pension, can be still free visa to enter above of these countries, will not be limited other.
