Recommend modify the policy of join nationality for USA & most of developed countries

For most of developed countries will implement the new policy of join nationality.
detailed:
1 must have permanent resident status (include temporary resident status in previous) enough 4 years, and has lived in the country accumulative enough 3 years.
2 The person's oral proficiency (one of the conuntry's official language or main common language) must be favorable.The ability of read and write the national language (one of the conuntry's official language or main common language) must be qualified.
3 Must have college diploma (2 or 3 years of school system) or higher.(Except the specialty of literature,history,philosophy or some humanities)
4 Have enough work experience in the country.
5 At least in most recent six months,must have stable work and enough income.
6 Must have continuous, stable and enough income in the country.
7 No have criminal record.
8 Must honesty and trustworthy.Not have bad faith record in the country.
9 Not have mild unlawful acts in recent.
10 Not have serious civil law case in recent.

If the resident status have fulfilled all of above the 10 items,can participate the citizenship test.

Old permanent residents can be reduced the standard of how to join nationality in most of developed countries:
1 A permanent residents over 55 years old (Or maybe over ? years old.)
2 Have over 10 years paid tax grade point in the country
3 Have permanent resident status (include temporary resident status in previous) enough 4 years, and has lived in the country accumulative enough 3 years

If an old permanent resident will conform 3 items of above provision, can be permited to take an exam of join nationality. And the test for old permanent resident, among the language test will not be hard.
If a permanent resident over 70 years old, will not be ordered whether the person have over 10 years paid tax grade point in the country or not.

Chindren if under 13 years of age,can be easy to join nationality:
1 The chindren have permanent resident status (include temporary resident status in previous) enough 4 years, and has lived in the country accumulative enough 3 years
2 The chindren must be a student (if over 6 years of age)

What kind of person must be deprived their nationality?
Citizen or permanent residents' spouse, adult children, parents and their brother and sister,these kind of persons have used Family-based immigration to settlement in the country. And these kind of person over 13 years old under 53? years old, and their own conditions is serious unqualified as the 10 items provision of join nationality's requirement,must be deprived their nationality,the person will become permanent residents.
